Open your image.
Somewhere in your program you will see something like this.
Right-click where it says "Original", and select Duplicate Layer.

Something like this will pop-up. Click 'OK." It may also just default-create the layer with a name like "Original Copy"

Then go to 'Filter > Blur > Gaussian Blur'.
You will get a pop-up like this.
Set it to 10.0, or whatever makes your image about as blurry as mine. |

Back to your layers.
You will see something like this.
Click the drop-down I have circled, and select "Overlay", "Soft Light", or Hard light". It's up to you which you think looks best. For this effect, I chose "Overlay". |

Select the 'Opacity' of the top layer. (Orignal Copy)
For my image, the setting was 78%.
Your image setting could be anywhere from 50% to 100%, depeding on your personal preferences.
After that, add your own finishing touches, and voila! A beautiful soft glow.
